Following his resurrection, Ra's al Ghul, in his new body, moves his base of operations to Gotham City where it is revealed that a remnant of his son Dusan's consciousness still remains within him.
Since the White Ghost was his son, Ra's was able to use the resemblance between them to modify his new body's appearance to be more like his own.
